2010 Economic Stimulus Public Review

Below for your information and review is the Draft 2010 Economic Stimulus Project List for the GTC Transportation Improvement Program (TIP) Area available for a 30-day public review from Wednesday, January 20, 2010 through Thursday, February 18, 2010. The GTC TIP Planning Area is comprised of the following seven counties: Genesee, Livingston, Monroe, Ontario, Orleans, Wayne, and Wyoming.

The President and Congressional leaders are again discussing legislation intended to create jobs via public works projects (economic stimulus), including transportation infrastructure. The House of Representatives passed the Jobs for Main Street, 2010 Act on December 16, 2009. It is expected that the U.S. Senate will consider the proposed legislation in the near future which, if enacted, would provide funding to “ready-to-go” federal-aid eligible surface transportation projects (i.e., those that could begin construction in Spring/Summer 2010).

To ensure that the GTC TIP Area is well-positioned to receive and expend federal funds made available through the proposed economic stimulus legislation, GTC is making available the Draft 2010 Economic Stimulus Project List for the GTC TIP Area to provide an adequate and meaningful opportunity for public involvement.

The public review document presents surface transportation projects which are eligible to receive federal aid and are considered “ready-to-go” by their sponsors (i.e., construction could begin in Spring/Summer 2010).

There is no assurance that any individual project on the list will receive federal funds if an economic stimulus legislation is passed, only that these projects will be considered to receive said federal funds.

To address current funding shortfalls, projects that currently have federal funds programmed for their implementation will be considered for inclusion in the Final 2010 Economic Stimulus Project List for the GTC TIP Area.

Additional projects not included in this list may be proposed during the public review period and these additional projects will be considered for inclusion in the Final 2010 Economic Stimulus Project List for the GTC TIP Area.

The proposed legislation may contain provisions and funding for projects other than federal-aid eligible surface transportation projects (e.g., improvements to schools and hospitals, energy efficient renovations to buildings, etc.) that will in all likelihood not be considered by GTC.

In conjunction with the 30-day public review, a public meeting is scheduled for Monday, February 8, 2010 at 6:00 p.m. in the Kate Gleason Auditorium of the Rochester Central Library, 115 South Avenue to review and solicit public input on the Draft 2010 Economic Stimulus Project List for the GTC TIP Area.
