Draft FY 2010-2011 Unified Planning Work Program Project List
Below for your information and review is the Genesee Transportation Council (GTC) Draft Fiscal Year 2010-2011 Unified Planning Work Program (FY 2010-2011 UPWP) Project List. GTC is the designated Metropolitan Planning Organization (MPO) responsible for federally-funded transportation policy, planning, and investment decision making in the Genesee-Finger Lakes Region, which includes Genesee, Livingston, Monroe, Ontario, Orleans, Seneca, Wayne, Wyoming, and Yates counties.
The Draft FY 2010-2011 UPWP Project List is available for public review from Friday, January 8, 2010 through Monday, February 8, 2010.
The UPWP is the program of federally-funded transportation planning activities to be undertaken by GTC staff, its member agencies, and other jurisdictions in the Genesee-Finger Lakes Region. The FY 2010-2011 UPWP supports planning activities for the period April 1, 2010 through March 31, 2011. Projects included in the current UPWP that are not complete as of March 31, 2010 will be rolled over into the FY 2010-2011 UPWP.
Projects must reflect the priorities and direction of the region as represented by the goals and objectives of the Long Range Transportation Plan for the Genesee-Finger Lakes Region: 2007-2027 Update to be eligible for UPWP funds.
The level of study for projects funded through the UPWP generally does not go beyond concept-level planning. UPWP funds cannot be used for preliminary engineering, final design, or construction projects.
The GTC UPWP Development Committee (UDC) has guided the development of the Draft FY 2010-2011 UPWP. The UDC consists of representatives from Livingston, Monroe, Ontario, and Wayne counties, the City of Rochester, New York State Department of Transportation, Rochester Genesee Regional Transportation Authority, and Genesee/Finger Lakes Regional Planning Council.
All project proposals received by the October 23, 2009 deadline were reviewed by the UDC for responsiveness to the parameters and priorities identified in the Call for Projects. Every attempt was made to develop a balanced program of projects that is inclusive of as many of the responsive proposals as possible.
This document presents the projects considered for new or additional funding through the FY 2010-2011 UPWP. The list contains both projects that are recommended for funding and those that are not recommended for funding.

Comments will be accepted through February 8, 2010.
Subject to GTC Planning Committee review and consideration of public comments, a final draft of the FY 2010-2011 UPWP will be presented to the GTC Board for adoption on March 11, 2010.
