Funding Opportunities

●  Transportation Enhancements Program

The Transportation Enhancements Program (TEP) is a federal reimbursement program under the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). TEP is administered by the New York State Department of Transportation (NYSDOT) and provides federal funding for non-traditional transportation projects such as bicycle, pedestrian, and trail facilities; historic preservation; landscaping; streetscaping; and other scenic beautification projects.

Round 2 of SAFETEA-LU TEP funding

On January 29, 2008, NYSDOT announced Round 2 of SAFETEA-LU TEP funding was available. Workshops for potential applicants will be held by the NYSDOT Regions and the Metropolitan Planning Organizations beginning in March, and applications are due on or by June 27, 2008. It is anticipated that project awards will be made in December 2008. Further information on funding rules and requirements, application forms, guidance for application preparation, and a list of NYSDOT Regional TEP Coordinators is available at the NYSDOT TEP Website.

NYSDOT and GTC staffs work cooperatively to manage the TEP application process and make recommendations to the state-level Transportation Enhancements Advisory Committee (TEAC), which makes the final TEP project selections statewide. Project application forms must be submitted to the appropriate NYSDOT Regional Office. Monroe, Ontario, Livingston, Orleans, Genesee, Wyoming, and Wayne Counties are located in NYSDOT Region 4, Seneca County is located in NYSDOT Region 3, and Yates County is located in NYSDOT Region 6.

Eligible projects must fall into one or more of twelve specific categories. Additionally, the projects must have a relationship with the surface transportation system and must be available for public access and use.

The Transportation Enhancements Program Guidebook, developed by NYSDOT, provides detailed information about the specific types of projects eligible for this program as well as the application process and is available at the NYSDOT TEP Website.

●  Governor's Traffic Safety Committee:  Highway Safety Grant Program

The Governor’s Traffic Safety Committee (GTSC) is currently soliciting applications for the Highway Safety Grant Program from members of the traffic safety community. As in past years, applications for Federal Fiscal Year (FFY) 2009 funding must be submitted by the county traffic safety boards.

The GTSC deadline for the receipt of applications is May 15, 2008. However, county traffic safety boards may set an earlier deadline to allow time to process the applications for submittal to the GTSC. Potential applicants are urged to contact their county traffic safety board in order to ensure that their timelines (if any) are met. A list of county traffic safety boards in the Genesee-Finger Lakes Region and associated contact information is available by contacting the Genesee Transportation Council (GTC) or the GTSC.

Program activities that may be funded include: Buckle Up New York (BUNY), Selective Traffic Enforcement Program (STEP), and Child Passenger Safety Program. Other Programs may be funded if they are covered by New York’s Highway Safety Strategic Plan, which can be accessed at the GTSC Website (see below), where additional program information and application forms are available.

The Genesee Transportation Council does not play a direct role in the GTSC grant program. This publication is provided to notify and/or remind potential applicants of this funding opportunity and of the approaching deadlines for submitting the grant application forms. Interested parties should contact their county traffic safety board or the GTSC for further information.

The GTSC can be reached at (518) 474-5111 or (518) 474-5777 to answer questions on potential projects and the types of grant funding available.

Genesee Transportation Council (GTC) staff are available to assist parties that may be interested in applying for the GTSC Highway Safety Grant Program.
