Access Management - Examples ● Routes 5 & 20 Corridor Study - Livingston & Ontario Counties (currently underway)Towns of East and West Bloomfield, Ontario County; and Town of Lima, Livingston County
Ontario County and Livingston County are developing a corridor land use and access management plan for Routes 5 & 20 in East and West Bloomfield, Ontario County, and Lima, Livingston County. The project is currently underway.
A common vision for the corridor will be developed and a build-out analysis using existing zoning regulations will be completed, including assessing the potential impacts to safety and traffic. Economic development needs, desired land uses, and resource protection and management will be identified. New development scenarios that support the identified community needs and desires will be developed and analyzed.

● Routes 5 & 20 East Corridor Study (2002)Towns of Hopewell and Seneca, Ontario County
The Towns of Hopewell and Seneca are experiencing growth pressures that will impact the safety and efficiency of State Routes 5 & 20, the main transportation corridor through their communities.
This study developed a vision for the Routes 5 & 20 Corridor, and completed a build-out analysis based on current zoning regulations. It then compared this analysis to one based on access management-oriented zoning regulations, identified specific access management and transportation issues, and provided specific “how to” recommendations and implementation strategies.

● Livingston County Access Management Case Studies (2002)Avon, Geneseo, and Mount Morris, Livingston County
These studies reviewed the existing transportation and land use conditions along three major corridors in Livingston County:
Alternatives for improving safety and reducing congestion for all modes of travel, and enhancing the business and aesthetic environment of the corridor through land use-based strategies we developed.

● Route 31/Hamlet of Egypt Land Use and Transportatoin Study (2001)Town of Perinton, Monroe County
The purpose of this study was to review existing transportation and land use conditions along Route 31 (Pittsford-Palmyra Road) between Turk Hill Road and the Wayne County border in the Town of Perinton, and then recommend alternatives for reducing congestion, improving transportation safety for all modes, and enhancing the corridor’s business and aesthetic environment.

● Route 404 Corridor Study (1999)Towns of Irondequoit, Penfield, and Webster, Monroe County
This study examined the transportation concerns along the Route 404 corridor in the Towns of Irondequoit, Penfield, and Webster, and recommended various transportation and land use strategies which could be implemented by New York State Department of Transportation (NYSDOT) with the cooperation of these local communities to improve safety and mobility for motorists, bicyclists, pedestrians, and transit users.

● Route 286 Corridor Study (1999)Towns of Penfield, Monroe County, and Towns of Marion and Walworth, Wayne County

● Route 31F (Fairport Road) Access Management Study (1999)Towns of Perinton, Monroe County
The purpose of this study was to review existing transportation and land use conditions along Route 31F (Fairport Road) between Baird Road and the Erie Canal in the Town of Perinton and then recommend alternatives for reducing congestion and accidents and improving the business and aesthetic environment of the corridor.

● Livonia Transportation and Access Management Plan (1998)Town and Village of Livonia, Livingston County
This plan details access management standards to be applied in the Town and Village of Livonia. The plan encourages development along new interior roadways as opposed to creating new access points along existing highway frontages; investigates the concept of a new north-south connector street; creates design standards for collector streets, and identifies way to increase bicycling and walking facilities.
The plan also provides recommended access management regulations for inclusion in local zoning regulations. These regulations include general requirements, driveway spacing and design standards, corner clearance standards, signal and street spacing recommendations, and internal circulation recommendations. These proposed access management regulations have since been incorporated into both the Town and Village’s zoning regulations.
