1. Call to Order & Introductions

Scott Leathersich, Planning Committee Chairperson, called the meeting to order at 10:02 a.m. Members, Alternates, and others present introduced themselves.

2. Public Forum

No member of the public spoke during the Public Forum.

3. Approval of Minutes

David Hartman moved for approval of the minutes from the August 11, 2015 Planning Committee meeting; Kevin Rooney seconded the motion. The minutes were approved as presented.

4. Reports and Action on Old Business

a.      Reports on UPWP Projects and Other Activities

GTC

Richard Perrin reported:

         GTC staff continued monitoring the development of the successor legislation to the Moving Ahead for Progress in the 21st Century Act (MAP-21), including working with our colleagues at the federal level regarding proposed provisions that impact New York State and metropolitan planning. GTC staff reviewed and commented on the Transit Asset Management Notice of Proposed Rulemaking. GTC staff also began discussions with NYSDOT on autonomous vehicles and started investigation into potential Business Intelligence/Data Warehouse opportunities.

         Regional Traffic Count Collection: Re-counts were conducted at select locations this fall and all field work and data processing is complete. The Executive Summary will be presented for study closeout under agenda item 5.a.1.

         LRTP Update/Implementation: GTC staff is continuing the development of the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 (LRTP 2040) draft document.

         Advancing Health-Informed Transportation Decision Making: The City of Rochester Bureau of Planning and Zoning staff are continuing the preparation of contracting materials for review by Finger Lakes Health Systems Agency.

         Genesee-Finger Lakes Regional Critical Transportation Infrastructure Vulnerability Assessment: Steering Committee meetings to review the scoring of assets were held September 24 and 25 and October 1. Finalization of asset scores is 95 percent complete and identification of initial mitigation measures underway.

         Genesee-Finger Lakes Regional TSMO Strategic Plan: Approval to enter into a contract with IBI Group was received September 24 with final revisions being made to the contract prior to execution.

         Diversion Route Planning Initiative: The project was accepted by the GTC Board at its September 1 meeting.

         Congestion Management Process (CMP): The CMP toolbox of strategies is being updated. The current version of the CMP is included in the LRTP 2035 that was adopted by the Board on June 16, 2011. The CMP Technical Documentation report that expands on the information included in the LRTP 2035 was accepted by the GTC Board at its June 20, 2013 meeting.

         Greater Rochester Regional Commuter Choice Program: A plan for a social media campaign has been developed with Facebook and Twitter accounts to go live in December with promotion and distribution of marketing materials in January 2016.

         Travel Time Data Collection Program: Speed data has been extracted for use in enhancing the GTC Travel Demand Model. GTC staff review the data to conduct brief assessments of major incidents and other events as applicable.

         Regional Mobility Management Business Planning: GTC staff met with Livingston County on September 8 to discuss their request for funding from this task be used for a human services trip planning website. A draft Request for Proposals (RFP) was developed, which was discussed at the September 17 meeting of the Livingston County Public Transportation Work Group. GTC staff are preparing the materials necessary for NYSDOT approval to issue the RFP. GTC staff met with Yates County on September 15 to discuss their request for funding from this task be used for a mobility improvements assessment. A draft scope of work was developed, which was provided to Yates County on October 1. The Human Services Committee of the Yates County Legislature is determining whether to advance the initiative.

         Genesee-Finger Lakes Regional Trails Initiative Update: The revised draft plan was received on November 2 and final review is being conducted by GTC staff (Steering Committee comments were provided in September). Closeout is expected at the January 2016 Planning Committee meeting.

         Regional Walkability Improvement Program: All 10 of the draft reports were provided to the respective local Steering Committees for their review by August 6. A final debriefing webinar was held on September 4. The draft of the final document, incorporating all 10 reports, is under review by GTC staff.

         Rochester Area Bike Sharing Program Study: The project was accepted by the GTC Board at its March 12 meeting.

G/FLRPC

David Zorn reported:

         Regional Land Use Monitoring Report: The project was accepted by the GTC Board at its September 1 meeting.

         Regional Rights-of-Way Study: The project was accepted by the GTC Board at its September 1 meeting.

          Regional Transportation and Food Systems Analysis: Stakeholder interviews are complete and staff are working on the draft report.

         Regional Viewshed Inventory and Analysis: The project was accepted by the GTC Board at its September 1 meeting.

Livingston County

Angela Ellis reported:

         Dansville Transportation and Commercial & Industrial Access Study: The project was accepted by the GTC Board at its September 1 meeting.

Monroe County

Scott Leathersich reported:

         Monroe County Land Use Monitoring: The project was accepted by the GTC Board at its September 1 meeting.

         Monroe County Guiderail Inventory Program: A preferred consultant, Barton & Loguidice, has been selected. Contract negotiations are underway.

         Monroe County High Accident Location Program: Two more locations completed and two follow-up analyses conducted. Eight locations have been completed to date.

Ontario County

Richard Perrin reported:

        Ontario County Freight Corridor Development Plan: The first public meeting was held September 17. A Steering Committee meeting scheduled for November 19 will be rescheduled due to a conflict with the UPWP Development Committee.

City of Rochester

Doug Benson reported:

        City of Rochester Monroe Avenue Parking Study: The City received six proposals for this project. A selection committee that included Monroe County, NYSDOT, and GTC staff identified a preferred consultant, Fisher Associates. The contract is being finalized.

        City of Rochester Zoning for Transportation Choice: City staff will discuss revisions to the project scope under New Business on todays agenda.

Erik Frisch reported:

         JOSANA Trail Feasibility Study: The project was accepted by the GTC Board at its September 1 meeting.

         Rochester East Main Arts & Market District Plan: A draft report was developed. Community input was sought and received. Final revisions are underway.

        Rochester Bicycle Boulevard Plan: The project has been completed and will be presented for closeout under agenda item 5.a.2.

RGRTA

Scott Adair reported:

         RGRTA Regional Operational Service Audit: The RGRTA Board provided authorization to enter into a contract for this project at its November 5 meeting.

         RTS Route Overhaul and Refinement Analysis: On August 31, 2015 significant service changes were implemented in Henrietta. The Route 24 (Marketplace) and Route 101 (Avon/Rush P&R) were redesigned and the Routes 23 (Jefferson Road), Route 83 (Calkins Road) and Route 124 (Marketplace Limited) were introduced. Also on August 31, changes were implemented on the Route 51C/51G as it became Route 51 (S. Clinton) and Route 53 (S. Goodman). Public information sessions were held to help customers adjust to these changes and all information was shared via the RTS website. Work has begun on Routes 45 (South Ave.) and 47 (Monroe Ave.). Changes are planned for implementation in April 2016. In addition to normal route reviews, a Limited Stop Service serving UR and Monroe Community Hospital is planned to be added to Route 45.

         Bus Stop Optimization Study: The project was accepted by the GTC Board at its June 18 meeting.

         Rochester Area Vanpool Feasibility Study: The project has been completed and will be presented for closeout under agenda item 5.a.3.

Other Agencies

Richard Perrin reported:

         Downtown Seneca Falls Parking and Improvement Study: The second public meeting was held on September 15. The alternatives are being revised to incorporate these comments. The Steering Committee met on October 29 and the draft report is being developed for Steering Committee and Town Board reviews.

         Hojack Trail Feasibility Study: The first Steering Committee meeting was held September 17 and a public meeting was held September 22 to present and receive comments on the inventory of existing and planned conditions.

         Silver Lake Trail Feasibility Study: A preferred consultant, Barton & Loguidice, was selected on September 21. Final revisions are being made to the contract prior to execution.

         Village of Scottsville Zoning Code Update: The Steering Committee met on September 22 to review the draft Zoning District and Specified Use component. The draft Zoning District Purpose Statements and Transportation-Supportive components will be distributed to the Steering Committee for their review.

         NYS Route 250 Transit Supportive Mixed Use Development District: The Town Attorney has completed their review. The Final draft report was provided to the Town Board on September 17 for their review prior to beginning the State Environmental Quality Review process.

         Town of Penfield Transit Supportive Mixed Use Development District: The Town of Penfield has decided not to advance this project at this time. The GTC Board removed the funding for the project at its June 18 meeting, and these monies will be reprogrammed in the FY 2016-2017 UPWP.

         Village of Brockport Active Transportation Plan: The draft plan was provided for Steering Committee review on October 5 with comments received by October 23. The draft plan is being revised to incorporate these comments. Closeout is expected at the January 2016 Planning Committee meeting.

         Town of Henrietta Bicycle and Pedestrian Trail Plan: The draft plan was provided for Steering Committee review on October 5 with comments received by November 9. The draft plan is being revised to incorporate these comments. Closeout is expected at the January 2016 Planning Committee meeting.

         Pittsford Active Transportation Plan: The first Steering Committee meeting was held November 4.

         Geneva Active Transportation Plan: A preferred consultant, Barton & Loguidice, was selected on November 2.

         Town of Irondequoit Active Transportation Plan: A preferred consultant, Barton & Loguidice, was selected on August 18. The first Steering Committee meeting was held September 30 and a bicycle field tour was held November 8.

         Town of Chili Bicycle and Pedestrian Planning Study: Final revisions to the draft report are nearly complete. Closeout is expected at the January 2016 Planning Committee meeting.

Tom Beck reported:

         Town of Perinton Active Transportation Plan: The second public meeting was held September 24. Comments received on the draft plan will be provided to the consultant.

b.     Any Other Old Business or Announcements

1.      Federal Legislative and Funding Update

                                                  i.      Reauthorization and FFY 2016 Appropriations

Richard Perrin reported that a ten-week Continuing Resolution to provide continued FFY 2016 Appropriations to federal agencies until December 11 was signed by the President on September 30. This prevented a government shutdown that would have otherwise occurred when FFY 2016 began on October 1, 2015.

Efforts are underway in Congress to reauthorize Moving Ahead for Progress in the 21st Century Act (MAP-21), which, after a series of extensions, is set to expire November 20, 2015. The Senate passed its version the Developing a Reliable and Innovative Vision for the Economy (DRIVE) Act prior to leaving for the August recess. The DRIVE Act is a $350 billion bill covering six years, although full funding has only been identified for the first three years. The House of Representatives, on November 5, 2015, voted to pass its version, the Surface Transportation Reauthorization & Reform Act (STRRA), by a margin of 363-64. Contained in the House bill are major impacts/cuts to transit in growing and high density states including New York, Washington D.C., and six others with removal of the Federal Transit Administration (FTA) Section 5340 program. The STRRA is also a six-year bill with funding identified for only for the first three years. The two bills must now be reconciled in conference.

2.      Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 Update

GTC staff has restarted the development of the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2040 (LRTP 2040) public engagement process. Jody Binnix, the staff lead for the LRTP 2040, returned from Maternity Leave in early-September. The draft public review document will be provided to the Planning Committee at the February 11, 2016 meeting with public review to follow. The full plan document will incorporate public comments and be provided for Planning Committee review at the April 14, 2016 meeting. A separate public review document is being developed to ensure that it is digestible for the public and to ensure the emphasis is on getting feedback on the recommendations. Action by the GTC Board is expected at the June 9, 2016 meeting.

3.      FY 2016-2017 Unified Planning Work Program Update

Richard Perrin stated that the FY 2016-2017 Unified Planning Work Program (UPWP) Call for Projects was issued on September 18. An applicant workshop was held on September 30 at the Henrietta Town Hall.

Sixteen proposals requesting $1,316,400 in federal transportation planning funds were received by the Friday, October 23 deadline. There is $985,087 available for programming in the FY 2016-2017 UPWP. As agreed to during the development of the current UPWP, GTC staff will use $75,000 for on-call travel demand model assistance and travel time data collection in FY 2016-2017.

The 16 proposals are being evaluated and ranked by GTC staff. A summary of the proposals and the proposals themselves were made available to the UPWP Development Committee (UDC) on October 30. Meetings of the UDC are scheduled for November 19, December 3, and December 17.

A draft FY 2016-2017 UPWP will be developed for presentation to the Planning Committee at its January 7, 2016 meeting. Based on any changes made at that meeting, an initial draft program will be approved for 30-day public review and a final draft program for Board adoption will be recommended by the Planning Committee at its February 11, 2016 meeting. The Board will consider the final draft FY 2016-2017 UPWP at its March 10, 2016 meeting and the adopted UPWP will take effect April 1, 2016.

One change from previous years will be for the Planning Committee to agree on the classification of new projects in accordance with the Public Participation Plan as part of the recommendation of the draft UPWP to the Board. Typically, the Planning Committee does this as a separate action at its April meeting. Doing so as part of the development of the draft UPWP will allow GTC staff to work with sponsors of new projects earlier and accelerate the consideration of draft scopes of work by the Planning Committee for sponsors to receive approval to begin work.

4.      2017-2020 Transportation Improvement Program Update

 

Richard Perrin stated that the 2017-2020 Transportation Improvement Program (TIP) Call for Projects was issued on August 20. An applicant workshop was held on September 15 at the Henrietta Town Hall. One hundred seventy-eight proposals requesting $491,460,587 in federal highway and transit funds over the three years being added to the TIP were received by the Friday, October 16 deadline.

GTC staff received the TIP/STIP Guidance and Instructions from NYSDOT on September 10 and the Planning Targets (i.e., allocation of reasonably expected revenues to the region) for FHWA funds by program on September 14. The FHWA and State Dedicated Funds (SDF) amounts are flat with a $1.04 million increase in Surface Transportation Program-Large Urban funds and a commensurate decrease in National Highway Performance Program funds. Planning Targets for FTA funds by program were received on October 18. GTC staff and RGRTA will discuss reasonably expected FTA Section 5307 and 5339 funding independently prior to working with NYSDOT to finalize the amounts.

NYSDOT is continuing its approach of splitting the projected apportionments of FHWA funds to the State into allocable and non-allocable components. As with the previous round of TIP/STIP development, NYSDOT is distributing only 70 percent of the projected FHWA revenues and retaining $480 million for centrally-administered project selection. The Planning Targets are provided in MAP-21 programs as these are, for the most part, expected to continue per the authorization proposals currently being discussed by Congress.

NYSDOT is also continuing to place a major emphasis on preventive maintenance activities and using Marchiselli funds to incentivize local agencies to also adopt this emphasis. The NYSDOT-Region 4 preventive/corrective maintenance target is $67 million per year compared to $77 million per year in the last TIP.

Based on the applications received and the projected amount of reasonably expected revenues for FFYs 2018 through 2020, there will continue to be a significant shortfall between the amount needed for basic preservation and maintenance of the system and resources available.

Interviews with project sponsors are underway and GTC staff and NYSDOT-Region 4 staff will work to develop an initial ranking of the proposals for distribution to the TDC. Planning Committee consideration of the TDC-recommended draft will occur at the February 11, 2016 meeting with public review conducted between mid-February and mid-March 2016. It is anticipated that the Planning Committee will recommend a draft 2017-2020 TIP to the GTC Board at the April 14, 2016 meeting for GTC Board consideration on June 9, 2016.

5.      Electric Vehicle Supply Equipment (EVSE) Implementation Plans for the New York I-90 Corridor

David Keefe, representing the Genesee Region Clean Communities coalition, discussed the findings of the I-90 EVSE Implementation Plans. He noted that he initially introduced this project to the Planning Committee at its May 14, 2015 meeting. He explained that the projects objective is to develop a regional Electric Vehicle charging station implementation plan. Project tasks included establishing a working group, identifying barriers to EVSE deployments and recommending solutions, and identifying priority deployment locations and EVSE infrastructure needs. Next steps include identifying key stakeholders and partners to work with when deploying EVSE infrastructure and identifying potential funding opportunities or existing resources to support EVSE expansion.

5. Action Items
 

a.      Recommendation to the GTC Board concerning accepting reports as evidence of completion of various UPWP Tasks / Proposed Council Resolutions 15-83 through 15-85

Scott Leathersich suggested grouping items 5.a.1 through 5.a.3. under a single action to be taken following the discussion of the items. No member or alternate objected.

1.      Recommendation to the GTC Board concerning accepting the Genesee Transportation Council Regional Traffic Count Collection Project Summary as evidence of completion of UPWP Task 4370 / Proposed Council Resolution 15-83 (GTC staff)

Chris Tortora reported that The Traffic Group, Inc. (TTG) was selected in June 2014 to conduct the traffic count program. TTG began collecting counts in September 2014 and continued through early-December 2014. No counts were collected through the winter. Counting resumed in March 2015 and was completed in September 2015. A total of 443 count locations were collected. The average cost to GTC was $282 per location with the seven counties (Genesee, Livingston, Orleans, Seneca, Wayne, Wyoming, and Yates) contributing 10 percent of the cost based on the number and type of counts requested in their respective jurisdiction.
 

2.      Recommendation to the GTC Board concerning accepting the Rochester Bicycle Boulevard Plan as evidence of completion of UPWP Task 8761 / Proposed Council Resolution 15-84 (City of Rochester)

 

Erik Frisch discussed Task 8761 including the purpose and overview of bicycle boulevards, the study process, public input, and plan recommendations. He stated that the first pavement markings have been installed and that bicycle boulevards in the City will eventually connect with those in the Town of Brighton allowing for an inter-municipal system.

Angela Ellis asked where funding for implementation is coming from. Erik responded that all funding is from the City of Rochester and that installations will likely coincide with regular resurfacing work.

Kevin Rooney inquired about typical traffic volumes and any traffic calming measures taken on the designated bike boulevards. Erik responded that volumes are generally low on the residential streets and that some traffic calming measures such as speed humps and/or speed cushions have been installed and that these measures must strike a balance with street maintenance services such as snow plowing.
 

3.      Recommendation to the GTC Board concerning accepting the Rochester Area Vanpool Feasibility Study as evidence of completion of UPWP Task 8781 / Proposed Council Resolution 15-85 (RGRTA)

 

Julie Tolar discussed Task 8781 including the process, timeline, input opportunities, and recommendations, as well as the need to further explore details of any potential programs operating model prior to presenting to the RGRTA Board. Parsons Brinckerhoff was the consultant selected to conduct the study and found that a vanpool operation is feasible in the Rochester area.

Angela Ellis noted that SUNY Geneseo was one of the demonstration project locations identified during the study and inquired if a letter of support would be beneficial to bring to the RGRTA Board. Julie responded that the consultant has already provided a great deal of information on overall support and so a letter would not likely be necessary at this time.

Richard Perrin commended RGRTA for the studys relevance and connection to other current projects such as the Livingston County Transportation Connectivity Plan and the specific consideration of the Rochester-Monroe County Anti-Poverty Initiative.

 

Erik Frisch moved to recommend that the GTC Board adopt Proposed Council Resolutions 15-83 through 15-85; Angela Ellis seconded the motion. The motion passed unopposed.

b.     Action and recommendation to the GTC Board concerning modifying and amending the 2014-2017 Transportation Improvement Program / Proposed Planning Committee Resolutions 15-16 and 15-17, and Proposed Council Resolutions 15-86 through 15-100

Scott Leathersich suggested grouping items 5.b.1 and 5.b.2. under a single action, and 5.b.3. through 5.b.17. under a separate single action, to be taken following the discussion of the items. No member or alternate objected.

1.      Action concerning modifying the 2014-2017 TIP by modifying the costs of select phases of the Bridge Painting in Ontario & Wayne Counties (FFY 2017) project / Proposed Planning Committee Resolution 15-16 (Ontario County)

Chris Reeve discussed proposed Planning Committee Resolution 15-16. He explained that the resolution includes shifting funds from one phase of the project to another with no change to overall cost.

2.      Action concerning modifying the 2014-2017 TIP by modifying the name and description of the NYSDOT Bridge Preventive Maintenance @ 7 locations (FFY 2016) project / Proposed Planning Committee Resolution 15-17 (NYSDOT)

Chris Reeve discussed proposed Planning Committee Resolution 15-17. He explained that the resolution includes modifying the name and description of the project to more accurately describe the project work.

Kevin Rooney moved to adopt Proposed Planning Committee Resolutions 15-16 and 15-17; David Hartman seconded the motion.
The motion passed unopposed.

3.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the STP-Urban Block Program project / Proposed Council Resolution 15-86 (Ontario County and Monroe County)

Chris Reeve discussed proposed Council Resolution 15-86. He explained that this amendment provides offsets for proposed Council Resolutions 15-87 through 15-89.
 

4.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by reinstating the Allen Padgham Road over Ganargua Creek project / Proposed Council Resolution 15-87 (Ontario County)

Chris Reeve discussed proposed Council Resolution 15-87. He explained that the project had funding programmed for Right-of-Way Acquisition costs in the previous TIP but the County did not receive authorization to use those funds. The County is seeking funding now to progress the project to the point that it is ready for construction if and when funds become available.

5.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by reinstating the Coldwater Road Bridge over Little Black Creek project / Proposed Council Resolution 15-88 (Monroe County)

Scott Leathersich discussed proposed Council Resolution 15-88. He explained that the County is seeking funding for Right-of-Way Acquisition costs now to progress the project to the point that it is ready for construction if and when funds become available. This phase was previously identified in the TIP for Future Years.

6.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the Elmwood Ave. @ Lac de Ville Blvd Intersection Improvement project / Proposed Council Resolution 15-89 (Monroe County)

Scott Leathersich discussed proposed Council Resolution 15-89. He explained that Monroe County is currently conducting the engineering for this project and identified the need for additional funding beyond what has already been obligated for Right-of-Way activities. The County wishes to keep the Right-of-Way activities progressing to avoid delays in implementation of the safety measures.

Richard Perrin noted that when the TIP Development Committee discussed item 5.b.6., the plan was to use expected savings from PIN 444110 (Rt. 441 Intersection Improvements at Salt Road and Harris Road) as an offset; however, the full programmed amount was obligated and those funds are no longer available.

Todd Gadd asked that, in light of Ontario and Monroe counties seeking funding for Right-of-Way Acquisition in advance of the next TIP, should the region try to fund projects through Right-of-Way Acquisition if there is not sufficient funding for Construction and Inspection. Richard Perrin replied that covering all pre-construction activities would be something to consider now as part of the development of the next TIP.

Chris Reeve discussed proposed Council Resolution 15-90 through 15-94. He explained that proposed Council Resolution 15-90 provides offsets for proposed Council Resolutions 15-91 through 15-94. Chris added that NYSDOT-Main Office provided additional funding to the Route 63 (Wyoming Co. Line to Rt. 408) Preventive Maintenance project (Proposed Council Resolution 15-94).

12.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring select phases of the Erie Canalway Trail West of NYS Route 414 project / Proposed Council Resolution 15-95 (NYSDOT on behalf of the Village of Clyde)

13.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring select phases of the Highland Crossing Trail project / Proposed Council Resolution 15-96 (NYSDOT on behalf of the Town of Brighton)

Chris Reeve discussed proposed Council Resolutions 15-95 and 15-96. He noted that both of the projects are funded through the Transportation Enhancements Program and the funds are not available for any other project.

14.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by deferring a portion of a phase of the Rochester Amtrak Station Improvements project / Proposed Council Resolution 15-97 (NYSDOT)

Chris Reeve explained that proposed Council Resolution 15-97 involves moving Congestion Mitigation and Air Quality Improvement Program funds from FFY 2015 to FFY 2016 since the transfer from the Federal Highway Administration (FHWA) to the Federal Railroad Administration (FRA) was not completed prior to the end of FFY 2015.

15.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by decreasing the cost of the NHPP Block Program project / Proposed Council Resolution 15-98 (NYSDOT)

16.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost and the Federal share of the Route 390 @ I-490 Interchange Improvements Stage 1 (Lyell Bridge) project / Proposed Council Resolution 15-99 (NYSDOT)

Chris Reeve explained that proposed Council Resolution 15-98 provides offsets for proposed Council Resolution 15-99.

Chris Reeve discussed proposed Council Resolution 15-99. He explained that this amendment allows all the Right-of-Way needed for the full interchange project to be acquired at once even though construction will need to be broken out into separate projects. Additionally, the FHWA has determined that this project is part of the overall project that benefits the Interstate system and is, therefore, eligible for a 90 percent Federal share.

17.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost, changing the name, and increasing the scope of the Jones Lane Railroad Crossing project / Proposed Council Resolution
15-100 (NYSDOT)

Chris Reeve discussed proposed Council Resolution 15-100. He explained that during the design of the Jones Lanes crossing improvements, it was determined that crossings in close proximity shared circuitry and it would be beneficial to address all of the crossings at one time as part of this project.

David Hartman moved to recommend that the GTC Board adopt Proposed Council Resolutions 15-86 through 15-100; Erik Frisch seconded the motion. The motion passed unopposed.

c.      Recommendation to the GTC Board concerning amending the 2014-2017 TIP by increasing the cost of the FTA Section 5310 Block Program project / Proposed Council Resolution 15-101 (GTC staff)

Richard Perrin discussed Proposed Council Resolution 15-101. He stated that on June 18 GTC amended the 2014-2017 TIP to add projects selected to receive FTA Section 5310 funds in the Rochester Urbanized Area via Resolution 15-49. At that time, NYSDOT was in the process of evaluating projects requesting FTA Section 5310 funds outside the Rochester Urbanized Area but within the nine-county area for which GTC is responsible for adopting a locally-developed, coordinated public transit-human services transportation plan

NYSDOT has selected projects to receive FTA Section 5310 funds, including additional funding for projects already identified in Resolution 15-49 and new projects outside the Rochester Urbanized Area.

Angela Ellis moved to recommend that the GTC Board adopt Proposed Council Resolution 15-101; Todd Gadd seconded the motion. The motion passed unopposed.

6.                 New Business

a.      City of Rochester Zoning for Transportation Choice project discussion

Doug Benson described the proposed expansion of the scope. He explained that rather than looking at transportation-supportive zoning concepts only in limited corridors, the City would like to look at broader zoning and parking policies within its five planning areas (inclusive of corridors) and better coordinate with the City of Rochester Comprehensive Plan update. Doug noted that the City is not proposing a change in the project budget. The Planning Committee concurred with the requested change to the project scope.

b.     2016 Meeting Calendar

Richard Perrin stated that the 2016 Meeting Calendar has been finalized, noting the location of January 7, 2016 meeting has been confirmed. The next Planning Committee meeting will take place on January 7, 2016 at the Ebenezer Watts Conference Center.

In recognition that this would be the last Planning Committee meeting he attends as Executive Director, Richard Perrin expressed his appreciation to the Planning Committee members for their work and commitment to the Genesee Transportation Council and the Genesee-Finger Lakes Region. Scott Leathersich, on behalf of the Planning Committee, thanked Richard for his efforts and leadership and noted that GTC is among the best-regarded Metropolitan Planning Organizations in the country.
