The United States Department of Transportation (USDOT) requires that the metropolitan transportation planning process include the cooperative development of a Transportation Improvement Program (TIP) – a staged, multi-year program of projects. The TIP identifies the timing and funding of all highway, bridge, transit, intelligent transportation system, bicycle, and pedestrian transportation projects scheduled for implementation in the region during the next four years using federal transportation funds.

2023-2027 TIP

The 2023-2027 TIP includes transportation projects funded with approximately $540 million of federal aid, supplemented by other state and local sources of funds. Our region’s TIP is developed cooperatively by GTC and the New York State Department of Transportation (NYSDOT). GTC and NYSDOT typically conduct a complete update of the TIP every three years. The previous TIP was adopted in 2019. The 2023-2027 TIP includes the last two years of the 2020-2024 TIP (October 2022 through September 2024) plus three additional years (October 2024 through September 2027). The TIP must be flexible enough to allow for new or changing priorities, adjustments to project scopes, schedules, and/or costs, and inclusion of new funding to the region. This flexibility is provided primarily through TIP amendments.
