1. Call to Order & Introductions

David Woods, Chairman, called the meeting to order at 10:08 a.m. Members, Alternates, and others present introduced themselves.

2. Public Forum

No one from the public spoke during the Public Forum.

3. Approval of Minutes

William Sullivan moved for approval of the minutes from the April 20, 2006 Planning Committee meeting; Chris Wilson seconded the motion. The minutes were approved as submitted.

4. Reports and Action on Old Business

a. Reports on UPWP Projects and Other Activities

GTC

Richard Perrin reported:

         Work is continuing on the Strengths, Weaknesses, Opportunities, and Threats (SWOT) assessment for the Strategic Plan. Petra Staats has begun as the new Program Manager and will be working on the Circulation, Accessibility, and Parking Program; Environmental Justice and Title VI outreach activities; and member agency planning studies. A timeline for meeting SAFETEA-LU requirements for the LRTP, TIP, Congestion Management Process, and other planning activities is being developed.

         There is minimal progress to report on the Rural County Resource Development Initiative. A reorganization of in-house resources is underway that will assist in the development of ARTIC.

         Emphasis is shifting to meeting the July 2007 deadline for the LRTP to address SAFETEA-LU mandates related to non-air environmental, historic, and other considerations.

         With respect to the Air Quality Planning and Outreach project, the Interagency Consultation Group (ICG) concurred with classifications for projects included in SAFETEA-LU and the FFY 2006 U.S. Department of Transportation (USDOT) Appropriations Act on April 25. ICG discussed validation of the GTC Travel Demand Model on April 25 and May 4, while an additional meeting scheduled for May 18 to discuss the model was cancelled. FHWA approved the use of the model for conformity determination on May 5. The consultant is revising Congestion Mitigation and Air Quality funding criteria and eligible use information for 2007-2012 TIP development.

David Woods asked if there has been any activity on the county advisory board for the State Implementation Plan. Neither Richard Perrin nor any committee members were aware of any activity.

         The RFP for the Transportation and Industrial Access Phase 2 project was published in the April 24 NYS Contract Reporter with proposals due May 26. Seventeen RFP packages were sent out.

         A Scope of Work for the GTC Travel Demand Model Enhancement project was approved at the April 20 Planning Committee meeting. An RFQ has been finalized and was submitted to NYS Contract Reporter on May 15 for publication in the May 22 edition. Responses are due June 19.

         GTC staff met with G/FLRPC staff on May 1 to discuss the Bicycle & Pedestrian Supportive Code Language project with an emphasis on sidewalks and bicycle/automobile parking requirements (based on responses to the survey of the G/FLRPC Planning Coordination Committee). Research is continuing on these topics. Maryland has done extensive work on land use regulations to support bicycle and pedestrian use and their work will be reviewed.

         The Greater Rochester Transportation Operations and Management Organization Feasibility Study was recommended for Board approval by the Planning Committee at its April 20 meeting.

         All three studies that comprise the 2004-05 Priority Trails Advancement program were recommended for Board approval by the Planning Committee at its April 20 meeting. Six proposals for the 2006-07 round were received by the April 21 deadline. The RTI Steering Committee met on May 1 and recommended four of the six proposals for funding to the Planning Committee for consideration as agenda item 5.c.

         With regard to the On-Street Bicycle Facilities Opportunities Review, GTC staff have reviewed and discussed level of service with NYSDOT and are evaluating how to use existing data to assess level of service as a complementary activity to the Rochester Bicycle Club ratings.

         A Scope of Work for the Pedestrian Facilities Inventory was approved at the April 20 Planning Committee meeting. A ratings guide and checklist have been drafted and are being revised. Per Planning Committee request in April, the guide and checklist will be provided to member agencies for their use, if they choose, to provide consistency with additional efforts outside the TMA.

         Staff will begin work on the Circulation, Accessibility, and Parking Program by reviewing similar programs and developing criteria and associated application materials for UDC review.

         GTC staff met April 19 to review a draft document for the Congestion Management Process. Revisions have been made and staff will meet again to further refine the document to better identify means to improve the efficiency of the transportation system in the TMA with an increased emphasis on reliability which is of the utmost relevance to this area.

         A kickoff conference call for the Travel Time Data Collection Assessment project was held May 15. The project objective was reviewed along with work tasks and schedule. Relevant materials were sent to the consultant. The next project meeting will be in Rochester in late June.

         The RFP for the Strategic Plan for Public Transportation in Yates County was advertised in the April 24 issue of the NYS Contract Reporter. Nineteen RFP packages were sent out with questions due May 8 and responses to the questions were sent out May 9. Proposals are due May 22.

         The Transportation Information Resources project will restart in the summer when an intern is on board. Several resumes were received by the May 12 deadline. Candidates will be selected for interviews during the week of May 22. Potential topics are being reviewed.

         A draft scope of work for the Regional Goods Movement Strategy has been developed incorporating relevant tasks and elements from other recent freight studies being conducted in Atlanta and advertised by NYSDOT. In addition, scopes from upcoming goods movement studies in Buffalo and Binghamton have been requested from their respective MPOs. The final draft scope of work will be provided to county planning departments and Industrial Development Agencies for review and comment before being brought to the Planning Committee for consideration.

G/FLRPC

David Zorn reported:

        A Scope of Work for the Local Update of Census Addresses Phase 1 project will be prepared and presented at a future Planning Committee meeting.

         Data acquisition is complete for the 2005 Regional Land Use Monitoring report. Data analysis is underway and a report is being developed.

         Staff will work with GTC staff on developing a Scope of Work for the LRTP Non-Air Environmental Scan.

         Draft final reports are being developed for the Preparing Village Main Streets for Planning project. A guidebook for the project is being prepared.

         The Technical Advisory Committee for the Optimizing Transportation Infrastructure through Effective Land Use project is working with the communities involved in the three corridors chosen for study.

Monroe County

Paul Johnson reported:

         Data collection for the 2005 Monroe County Land Use Monitoring report is 100% complete. Staff is working on mapping for and printing of the final reports.

         A mock layout for the Monroe County Parking Study has been prepared. Staff will prepare a RFP for the design and printing services to produce the document.

Scott Leathersich reported:

        Staff is negotiating with the consultant for the Accident Rate Database project.

         There is no progress to report for the Traffic Sign Retroreflectivity Study because FHWA has not finalized their standards.

         A contract is being finalized for the Safe Passing Zone Survey.

         A Scope of Work for the Monroe County High Accident Location Program project will be presented later in the meeting.

         A draft report for the Pedestrian Activity Safety Study was submitted for final internal review in June.

Ontario County

Kris Hughes reported:

         There is no progress to report on the State Route 96/State Route 318 Rural Corridor Study Phase 2.

         The final product for the Canandaigua Regional Transportation Study was delivered and is being reviewed. Closeout activities are underway, including scheduling a public meeting.

City of Rochester

John Thomas reported:

       The Port of Rochester Transportation Evaluation and Support Study has been very active. Eighteen thousand dollars remains on the project and staff is working with Sasaki Associates to determine data needs for the Port of Rochester Master Plan.

       A survey of neighborhood traffic issues for the Neighborhood Traffic Calming Concept Design and Implementation Study has been completed. A draft manual and related GIS coverage are being developed.

       Internal staff meetings are being held for the Center City Parking Development & Management project. A Scope of Work is anticipated at the July Planning Committee meeting.

       A Scope of Work for the City of Rochester Vehicle Fleet Alternative Fuels Systems Study will be presented later in the meeting.

Richard Perrin requested that the City be prepared to discuss any significant scope changes to the Scope of Work for the Port of Rochester Transportation Evaluation and Support Study with the Planning Committee.

RGRTA

David Cook reported:

         There is no progress to report on the Market Research for Regional Transit Service project.

        The Coordinated Public Transit-Human Services Transportation Plan is awaiting final FTA ruling. The deadline for comments has been extended.

        Final training has been completed for the Security and Safety Plan for Public Transportation. The final project report is expected to be presented to the Planning Committee for closeout in July.

        The consultant contract for the RTS/Lift Line Operational Analysis & Facility Utilization Study should be finalized soon.

        The RTS Fare Modification Study is complete.

        A Scope of Work for the RGRTA Route Analysis project will be presented later in the meeting.

        There is no progress to report on the Alternative Fuels Technology Study/RTS Hybrid Bus Study.

The Livingston County Transportation Operations Center broke ground this week with a completion date of November 2006.

RGRTA has purchased forty-one buses of which nineteen are hybrids.

Genesee County

Richard Perrin reported:

         GTC provided a template of the Scope of Work for the Genesee County Safe Passing Zone Survey to Timothy Hens.

Seneca County

Richard Perrin reported:

         There is no progress to report on the State Route 96/State Route 318 Rural Corridor Study Phase 1.

Wayne County

Richard Perrin reported:

        The contract with the consultant for the Cluster Development Enhancement Project Feasibility Study has been terminated and a new RFP will be re-issued for the project.

         A RFP was advertised in the May 1 edition of the NYS Contract Reporter for the Palmyra Route 21 Truck Traffic Study.
 

Wyoming County

 

Richard Perrin reported:

        There is no progress to report on Transportation & Scenic/Historic Resources in Wyoming County.

 

Yates County

Chris Wilson reported:

         The final steering committee meeting was held and the final documents delivered for the Route 14A Corridor Study. Presentation to the Planning Committee for closeout is expected in July.

 

Other Agencies

         GTC will coordinate with the five involved counties on developing a RFP/RFQ for the Regional Traffic Count Collection project.

         The Scope of Work for the NY Route 96 Traffic Signal Coordination Study will be presented later in the meeting.

         A consultant was selected for the Erie-Attica Railroad Bridge and Trail Feasibility Study and kickoff meeting is scheduled for May 22.

         The Scope of Work for the Meridian Centre Boulevard Extension Study was approved at the April 20 Planning Committee meeting. A draft RFP was developed by the Town of Brighton and reviewed by GTC staff. Revisions are being made and the RFP will be advertised in the NYS Contract Reporter in June.

         The Steering Committee for the Route 250 Corridor Study met on April 27 to review consultant proposals. Four firms were selected to interview for the project. The interviews were conducted on May 17 and a preferred consultant was selected.

b. Any Other Old Business or Announcements

Richard Perrin announced Paul Holahan has been appointed by Mayor Duffy as the City of Rochester Planning Committee member, and John Thomas has been designated as his alternate.

Richard Perrin distributed a calendar of dates for member agencies to provide materials to GTC staff for inclusion in mailings to the Planning Committee with materials due the Friday before the mailing to the Committee. This is necessary to ensure that GTC staff have adequate time to prepare associated materials such as transmittal memos, resolutions, and TIP table markups and complete the mailing the Tuesday of the week before the Planning Committee meeting.

5. Planning Committee Action Items

David Woods moved item 5.e. forward on the agenda and suggested that the scopes of work be grouped and considered under one motion. The Committee concurred.

e. Approval of UPWP Project Scopes of Work

1. Task 5630 NY Route 96 Traffic Signal Coordination Study

Jane Luce discussed the Scope of Work for Task 5630. Jane noted the addition of a coordination committee.

2. Task 6230 Monroe County High Accident Location Program

Scott Leathersich discussed the Scope of Work for Task 6230. James Fletcher asked if the study would look at state routes. Scott responded that it would look at those under Monroe County and City of Rochester jurisdiction. William Sullivan asked about the 18-month schedule and Scott responded that he felt that the schedule was appropriate.

3. Task 7600 Williamson Route 104 & Route 21 Gateway Concepts

James Hoffman addressed the committee on behalf of the Town of Williamson and introduced David Feindel who discussed the Scope of Work for Task 7600.

4. Task 8535 RGRTA Route Analysis

David Cook discussed the Scope of Work for Task 8535. Scott Leathersich asked about the difference between the scope and current activities. David responded that the project supports on-going activities.

5. Task 8551 City of Rochester Vehicle Fleet Alternative Fuels System Study

John Thomas discussed the Scope of Work for Task 8551.

Kristen Mark Hughes moved to approve the Scopes of Work for Tasks 5630, 6230, 7600, 8535, and 8551; Scott Leathersich seconded the motion. The motion passed unopposed.

a. Recommendation to the GTC Board concerning amending the FY 2006-2007 UPWP Budget to reflect the contribution of audited FY 2005-2006 rollover amounts / Proposed Council Resolution 06-21

Richard Perrin explained that the FY 2006-2007 UPWP adopted on March 9 includes estimated rollover amounts for projects in the previous years UPWP. The actual project rollover amounts, as of the end of the fiscal year on March 31, are determined by GTC in mid-April. The UPWP budget must be amended to include these actual rollover amounts. The difference between actual and estimated rollover between FY 2005-2006 and FY 2006-2007 is $69,519 which represents an approximately two percent adjustment to the 2006-2007 federal program. GTC staff contacted each affected agency directly regarding their estimated rollover. Between March 31 and today, some expenditures on these projects have already been incurred which further lessens the remaining amounts available to the projects.

James Fletcher moved to recommend approval of Proposed Council Resolution 06-21; William Sullivan seconded the motion. The motion passed unopposed.

b. Recommendation to the GTC Board concerning adopting the Transportation Improvement Program Procedures Manual / Proposed Council Resolution 06-22

Richard Perrin explained that the purpose of the procedures manual is to document the process used to develop and manage the TIP. This includes not only how the TIP is currently developed and managed but also how these processes can be improved in the future. The impetus for the development of the procedures manual was the TIP Management Enhancement Study. Many of the recommendations from that study are incorporated, where applicable, into the procedures manual.

An outline of the manual was provided to the TDC on October 27, 2005 and discussed at their November 3, 2005 meeting. A prominent consideration that was raised was the need to balance formalizing the process with providing flexibility to address existing and emerging priorities. The procedures manual codifies the existing practice of GTC and NYSDOT Region 4 cooperatively developing a TIP for the seven-county region covered by NYSDOT Region 4. The procedures manual does not replace the TIP Guidebook that is provided to prospective project applicants. The procedures manual is intended for GTC Board, Planning Committee, and TDC members, as well as GTC staff. It is being presented at this time so the Procedures Manual becomes adopted policy to develop the 2007-2012 TIP, beginning this fall. The TDC recommended favorable action at its May 4 meeting.

Richard Beers noted a correction on page 12 regarding a reference to a section number. Richard Perrin responded that this will be corrected and an editorial review of the entire document will be completed prior to being provided to the GTC Board for their consideration.

Kris Hughes commended GTC Staff on their efforts to develop the manual.

Kristen Mark Hughes moved to recommend approval of Proposed Council Resolution 06-22; Scott Leathersich seconded the motion. The motion passed unopposed.

c. Approval of project recommendations for FY 2006-07 Priority Trails Advancement funding

Richard Perrin noted that, as previously discussed during the report on UPWP projects, the RTI Steering Committee met on May 1 to review project proposals received by the April 21 due date. Of the six proposals received, four are being recommended for funding in FY 2006-2007: 1) Lehigh Valley RR Corridor Acquisition and Rails-to-Trails conversion which would study the feasibility of a trail between the Village of Caledonia and the end of the existing trail where it connects with the Genesee Valley Greenway in northern Livingston County, 2) the New York Central Westshore Branch Rail/Trail Corridor in eastern Genesee County and western Monroe County along the existing abandoned rail line in the Towns of Byron and Bergen in Genesee County and the Town of Riga and Village of Churchville in Monroe County, 3) the Erie Attica Railroad Bridge Rails-to-Trails Conversion in the City of Rochester connecting the Genesee Riverway Trail and the University of Rochester intercampus drive, and 4) the Irondequoit Creek Stream Corridor Trail in the Towns of Penfield, Irondequoit, and Brighton in the creeks wetlands area from Panorama Plaza to Empire Boulevard.

Richard Perrin discussed next steps noting the intention to bundle the projects and issue two Requests for Proposals that will cover two projects each. He noted that this does not preclude awarding the two contracts for all four projects to a single consultant (if they are the most qualified), but it is more likely that the contracts will be awarded to two separate firms.

David Woods asked if the project pairings have been decided yet. Richard responded with the thoughts to date.

James Fletcher moved to recommend approval of project recommendations for FY 2006-07 Priority Trails Advancement funding; Scott Leathersich seconded the motion. The motion passed unopposed.

d. Recommendations to the GTC Board and Planning Committee action concerning various amendments to the 2005-2010 TIP

Scott Leathersich discussed eight Monroe County TIP amendments. He noted that the County secured earmarked funds for these projects in SAFETEA-LU and the FFY 06 USDOT Appropriations Act.

1. Recommendation to GTC Board concerning amending the 2005-2010 TIP by adding the Lyell Avenue Reconstruction project / Proposed Council Resolution 06-23.

2. Recommendation to GTC Board concerning amending the 2005-2010 TIP by adding the Long Pond Road Reconstruction project / Proposed Council Resolution 06-24

3. Recommendation to GTC Board concerning amending the 2005-2010 TIP by adding the Erie Station Road Reconstruction project / Proposed Council Resolution 06-25

4. Recommendation to GTC Board concerning amending the 2005-2010 TIP by adding the Portland Avenue Reconstruction project / Proposed Council Resolution 06-26

5. Recommendation to GTC Board concerning amending the 2005-2010 TIP by adding the Intelligent Transportation Systems project / Proposed Council Resolution 06-27

Rob Slaver distributed a description of this project based on a request at the May 4 TDC meeting. David Woods noted that several counties expressed concern about coordination with rural county farm bureaus.

Scott Leathersich moved to recommend approval of Proposed Council Resolutions 06-31 through 06-43; Robert Slaver seconded the motion. The motion passed unopposed.

John Thomas discussed Planning Committee Resolution 06-3.

22. Action concerning amending the 2005-2010 TIP by changing the name of the Inner Loop Scoping Determination project / Proposed Planning Committee Resolution 06-3

Paul Holahan moved to recommend approval of Planning Committee Resolution 06-3; Tom Pericak seconded the motion. The motion passed unopposed.

Paul Holahan discussed the City of Rochesters efforts to advance several interrelated projects, including discussions with NYSDOT. He thanked NYSDOT for their efforts. Tom Hack discussed the four City of Rochester TIP amendments. Tom discussed past efforts on the Broad Street Tunnel project. He noted that the proposed changes will be accomplished using existing funds allocated to the City of Rochester and do not impact other TIP projects.

Richard Perrin noted that there had been several amendments over the past ten years increasing the cost of the Broad Street Tunnel project and that the cost was now being decreased. Tom Hack responded that the City is choosing an alternate option and anticipates having sufficient funding to implement that option.

23. Recommendation to GTC Board concerning amending the 2005-2010 TIP by increasing the total cost of the Inner Loop Scoping Determination project / Proposed Council Resolution 06-46

6. Information Items

a. Regionally Significant Corridors Program Update

Richard Perrin noted that one proposal was received in response to the FFY 2005-06 Regionally Significant Corridors Call for Projects. This is the last year of the five-year program that is funded with STP-Flex funds from the TIP for conducting planning studies that lead to TIP applications for specific projects.

The City of Rochester is proposing to undertake the Southern Corridor Transit Ridership and Feasibility Study to conduct an analysis of the potential for providing fixed guideway transit service from downtown Rochester to Jefferson Road in Henrietta, serving the University of Rochester, Rochester Institute of Technology, and other population and commercial centers along a defined corridor.

The UPWP Development Committee (UDC), which serves as the project selection committee for the Regionally Significant Corridors program, met immediately before the Planning Committee meeting to discuss the proposal.

The UDC decided to table action on the proposal to allow the City of Rochester, as the project sponsor, to initiate discussions with the towns of Brighton and Henrietta as well as continue discussions with RGRTA to better gauge their level of interest in conducting the study.

Paul Holahan agreed with Richards synopsis of the meeting and informed the Planning Committee that the City will continue discussions with the affected towns, Monroe County, and RGRTA regarding their support for the proposed study.

Richard Perrin discussed the upcoming NYSMPO annual meeting in Saratoga Springs. He noted that information and registration materials were provided to GTC Board members and alternates.

Tom Pericak announced the opening of high speed toll plazas in the region this summer and a public meeting for the Williamsville toll barrier project.

 

Rob Slaver announced that NYSDOT is currently soliciting proposals for the Transportation Enhancement Program (TEP). Workshops for potential applicants have been held and applications are due June 30.

Tom Hack asked David Cook to give an update on the Art Walk bus shelter program. David discussed the background of the project and the development of the current RFP.
