1. Call to Order

David Woods called the meeting to order at 10:00 a.m.

2.                 Public Forum

No public comment was offered.

3. Approval of Minutes

Kris Hughes suggested that the minutes include the word moved rather than motioned to record Committee actions.

Joan Dupont moved for approval of the minutes from the May 22, 2003 Planning Committee meeting with the suggested correction; Charles Nesbitt seconded the motion. The motion passed unopposed.

4.                 Reports and Action on Old Business

Steve Gleason reported on GTC Staff and Committee activities:

        There is no progress to report for the Transportation Safety Information Analysis project

        The Governor has not yet made the recommendation regarding the air quality designation for the GTC region to EPA. It will likely be an unclassifiable rating for the region due to insufficient data

        G/FLRPC has completed the inventory for Transportation and Industrial Access, Phase 1. GTC will be meeting with Industrial Development Agencies to identify transportation and access issues at high priority sites. An RFP for consultant services for Phase 2 is being developed

        The field work and inventory are complete for the Regional Rights-of-Way Preservation Study; a draft of the Action Plan is under internal review

        The consultant for the Non-Emergency Medical Transportation Study is reviewing the non-emergency medical needs and issues. The next Steering Committee meeting will be held on September 4th to review the needs assessment and preliminary findings

        Mapping and baseline data collection for the Priority Trails Advancement project is complete. The first meeting of the Auburn Trail Stakeholders is not yet scheduled. The first meeting of the Canandaigua Trail Stakeholders is scheduled for July 25th. The City of Rochester has selected FRA Engineering as consultants for their two trail projects and expect a completion date of September 2003

        The Scope of Work for the On-Street Bicycle Facility Opportunities Review is on the agenda for approval later in the meeting

        Documentation of performance measures and standards and a draft taxonomy of congestion management and mitigation tools for the Congestion Management System is complete. A meeting of the CMS working group to review this documentation will be scheduled shortly

        NYSDOT has scheduled a regional traffic calming workshop for August 20th in Rochester. Dan Burden will give a presentation on Walkable Communities at Victor High School on July 19th

        An RFP for the TIP Management Enhancement Study is being developed

        The TIP was adopted at the June Board meeting and the published document will be going to the printer soon

        The 2005-2025 LRTP must be completed by December 2004 but delays in the release of the Census Transportation Planning Package (CTPP) may impact the development process. Staff has drafted a letter to FHWA and FTA to alert them to a potential delay

Monroe County

 

Terry Rice reported:

        Consultant selection is underway for the Monroe County Traffic Count Collection project, and work is scheduled to begin in the Fall 2003 with completion in Spring 2004

        Database conversion is nearing completion for the GIS Database Integration for the Monroe County DOT project

        FRA Engineering has been selected as consultant for the Pedestrian Activity Safety Study. Work is scheduled to begin in the Fall 2003

Paul Johnson reported:

        The 2002 report for the Monroe County Land Use Monitoring project has been completed; data collection for the 2003 report has begun

        The Scope of Work for the Monroe County Parking Study is on the agenda for approval later in the meeting

        Erdman Anthony & Associates, Inc. has been selected as the consultant for the Ballantyne Road Corridor Study. Work for this study is scheduled to begin in October or November

 

Ontario County

 

Kris Hughes reported:

        G/FLRPC has made significant progress on the build-out analysis for the Route 332 Corridor and this phase of the project is expected to be completed shortly

        A public meeting for the Routes 5 & 20 Corridor Study was held on June 5th. The project has become very visible in the community

        The Ontario CATS Bus System Plan UPWP project is complete. The Ontario County Legislature accepted the Final Report and the plan is in the final stages of the State Environmental Quality Review Act process

        The consultant (Clark Patterson Associates) has set up a web site for the Canandaigua Regional Transportation Study project. Ontario County and the consultant are working on a contract. The next Steering Committee meeting has not been scheduled yet

Wyoming County

 

Steve Gleason reported:

        The inventory and needs assessment for the Transportation & Scenic / Historic Resources in the Wyoming County project is being finalized. The first public meeting will be scheduled for late August

Yates County

 

Steve Gleason reported:

        The Needs Assessment for the Route 14A Corridor Study is being finalized and Alternatives Development is underway. A Steering Committee meeting is anticipated for August with a public meeting in September

 

City of Rochester

 

John Thomas reported:

        A pavement training manual is being developed following the Street Condition Rating Update Study

        Final consultant selection for the Highland Park / Canalway Neighborhood Connector Trail Study will be presented to the City Council for approval in July 2003 with the project to begin in September 2003

        The City has received data from RGRTA that will affect the Final Report for the High Volume Bus Stop Pavement Management Study

 

G/FLRPC

 

        The initial update has begun for the Regional Development Projections

        Work on the Regional Population Forecasts project has begun

        The Rural County Land Use Monitoring Report is complete. An executive summary is available

        The Main Street Transportation Tools project is on the agenda for approval later in the meeting

        The Technical Assistance project is complete

        G/FLRPC is preparing the initial layout and design for the Regional Atlas. A placeholder has been established in anticipation of CTPP data release

RGRTA

Charles Walker reported:

        The Scope of Work for the RGRTA Transit Focus Group Study is on the agenda for approval later in the meeting

        The Scope of Work for the RGRTA / City of Rochester ITS Implementation Plan is on the agenda for approval later in the meeting

        The Gates-Chili Transit Study project is on hold

        The Area Wide Job Access and Reverse Commute Plan RFP is under final review

        The Strategic Plan for Public Transportation in Wayne County has been completed and the Final Report has been accepted by the Wayne County Board of Supervisors

        The Strategic Plan for Public Transportation in Wyoming County has been completed and the Final Report has been accepted by the Wyoming County Board of Supervisors

        An RFP is being developed for the Security and Safety Plan for Public Transportation

        The baseline analysis of the RTS route performance for the Route Analysis Information System is complete. GIS layers are being created based on data collected

        An RFP for the Alternate Fuels Technology Study is under final review

Other Agencies

Steve Gleason reported:

        The Steering Committee for the Conesus Transportation and Safety Management Plan has selected Sear Brown as the consultant. A contract has been prepared and is awaiting execution

        The Route 14 Truck Study in Geneva is complete

        A draft document for the Monroe Avenue / I-590 Interchange Study is expected to be available for public review in September

        The final Steering Committee meeting for the Lexington Avenue Extension Study was held June 25th. The final public meeting will be scheduled for the end of the summer

5.                 Planning Committee Action Items

a. Recommendation to GTC Board concerning Accepting the reports, Main Street Transportation Tools Village of Spencerport and Main Street Transportation Tools Village of Warsaw, as evidence of completion of a sub-element of UPWP Task 5800 / Proposed Council Resolution 03-22

Margaret DelPlato gave a presentation and brief overview of the project

Terrence Rice moved for approval of the Proposed Council Resolution 03-22; Charles Nesbitt seconded the motion. The motion passed unopposed.

b. Approval of UPWP Project Scopes of Work

1.      Task 4710 RGRTA Transit Focus Group Study (RGRTA)

Charles Walker gave a brief overview of the project.

2.      Task 5340 Monroe County Parking Study (Monroe County)

Paul Johnson gave a brief overview of the project.

3.      Task 5610 RGRTA / City of Rochester ITS Implementation Plan (RGRTA)

John Thomas gave a brief overview of the project.

4. Task 6530 On-Street Bicycle Facility Opportunities Review (GTC Staff)

Kristin Bennett gave a brief overview of the project.

David Woods suggested that all of the scopes be acted on together.

Kristen Hughes moved to recommend approval of the UPWP Project Scopes of Work. Richard Garrabrant seconded. The motion passed unopposed.

6. Planning Committee Information Items

a. GTC Public Participation Policy Update

James Stack gave a presentation on the proposed approach to updating the Policy. He noted that staff will prepare an initial draft for Planning Committee input at the August meeting. The draft Policy is expected to be approved for public review at the November Planning Committee meeting. The Policy is expected to be adopted by the GTC Board at its March meeting.

Steve Gleason asked if anyone had any questions or any suggestions to add to the policy.

Richard Garrabrant felt that there could be more public participation at the Planning Committee and Board meetings.

8. Next Meeting

The next Planning Committee meeting will be held on August 21, 2003 at 10:00 a.m. at the Wayne County Courthouse in Lyons.
