1. Call to Order & Introductions

Scott Leathersich, Planning Committee Chairperson, called the meeting to order at 10:02 a.m. Members, Alternates, and others present introduced themselves.
 

2. Public Forum

No one spoke at the Pubic Forum.

3. Approval of Minutes

Angela Ellis moved for approval of the minutes from the May 23, 2013 Planning Committee meeting; Marcia Barry seconded the motion. The minutes were approved as presented.

Scott Leathersich suggested that items 5.a. and 5.b. be moved forward in the agenda out of courtesy to the guests. No Member or Alternate objected.

5. Action Items

a. Action concerning consideration of UPWP Project Scopes of Work

Scott Leathersich suggested that the committee consider both of the proposed Scopes of Work under a single action. No Member or Alternate objected.

1. Task 8772 Town of Chili Bicycle and Pedestrian Planning Study

(Town of Chili)
 

David Lindsay discussed the Scope of Work for Task 8772 including the purpose of the study and its relationship to the Towns recently-completed Master Plan. He noted that the study will evaluate existing conditions including trails, sidewalks, and bicycle infrastructure, as well as evaluate the Towns existing codes and policies and provide recommendations for improvement.

Richard Perrin noted that the Towns of Brighton and Penfield and City of Rochester have completed bicycle and/or bicycle-pedestrian plans and Greece is currently developing one as well. Scott Leathersich asked if the plan would address the gap in the Genesee Valley Greenway trail near Scottsville Road. Tim Frelier requested that if the study includes recommendations that could impact motor vehicle capacity, the related impacts be discussed in the plan.

David Lindsay noted the comments and responded that these issues will be addressed in the plan.

 

2. Task 8780 Rochester Area Bike Sharing Program Study (GTC staff)
 

Robert Torzynski discussed the Scope of Work for Task 8780 including the inventory of existing conditions, alternatives analysis, and development of the business plan for a bike sharing program. Richard Perrin stated that $75,000 of FHWA State Planning and Research funding from NYSDOT via the New York State Energy Research and Development Authority (NYSERDA) is being matched with $25,000 in FHWA Metropolitan Planning funds, enabling a more comprehensive analysis of potential project benefits and impacts than anticipated in the original UPWP proposal.

James Fletcher moved to approve the UPWP Project Scopes of Work for Tasks 8772 and 8780 as presented; Erik Frisch seconded the motion. The motion passed unopposed.
 

b. Recommendation to the GTC Board concerning accepting reports as evidence of completion of various UPWP Tasks / Proposed Council Resolutions 13-100 through 13-104.

Scott Leathersich suggested that the committee consider all the study closeouts under a single action. No Member or Alternate objected.

1.      Action concerning recommending the acceptance of the Land Use Report for Monroe County, New York Major Projects Proposed, Approved, and Constructed in 2012 as evidence of completion of UPWP Task 4210 / Proposed Council Resolution 13-100 (Monroe County)

Rochelle Bell discussed the methodology and results of the report that documents annual land use changes in Monroe County by obtaining information on building permits, proposed major projects, and the status of approved major projects.

Scott Leathersich asked if there is any sense of what percentage of permits issued actually result in buildings being constructed. Rochelle Bell responded that she did not know the percentages but that most of the permits issued are for single family dwellings and that she believes most of these projects are constructed.

2.      Action concerning recommending the acceptance of the 2012 Regional Land Use Monitoring Report as evidence of completion of UPWP Task 4220 / Proposed Council Resolution 13-101 (G/FLRPC)

Razy Kased discussed the methodology and results of the report that provides information on the issuance of building permits in the Genesee-Finger Lakes Region. David Zorn noted that the full report is available on the G/FLRPC website for those interested in the complete data.
 

3.      Action concerning recommending the acceptance of the Monroe County Asset Inventory Sign Matching project as evidence of completion of UPWP Task 6211 / Proposed Council Resolution 13-102 (Monroe County)

Brent Penwarden discussed the methodology that was used to geo-locate approximately 18,000 traffic signs maintained by Monroe County and the need to field check approximately 3,500 signs to improve data in the countys Geographical Information Systems.
 

4.      Action concerning recommending the acceptance of the Traffic Circulation & Safety Study North Road from NY Route 383 to NY Route 386 Task 6806 / Proposed Council Resolution 13-103 (Village of Scottsville)

Amy Dake discussed the study including the participants, outreach efforts, and recommendations. Mayor Gee thanked the GTC for providing the funding and reported that the Village will be advancing the revisions to its zoning as recommended in the study. Richard Perrin complimented the efforts of the Village and the consultant on how smoothly the study progressed and on its inclusion of innovative recommendations.
 

5.      Action concerning recommending the acceptance of the Routes 5/20 & Route 364 Multi-Modal Safety & Access Improvement Study as evidence of completion of UPWP Task 7541 / Proposed Council Resolution 13-104 (Ontario County)

Tim McElligott discussed Task 7541 including the study area, participants, outreach, methodology, and recommendations. He noted that the presence of a regional performing arts venue and community college make the recommendations of this study important items for Ontario County to consider at the current time.

David Cook moved to recommend that the GTC Board adopt Council Resolutions 13-100 through 13-104; Kevin Rooney seconded the motion. The motion passed unopposed.

4. Reports and Action on Old Business

a. Reports of UPWP Projects and Other Activities

 

GTC

 

Richard Perrin reported:

         Strategic Planning: The Finger Lakes Regional Sustainability Plan was formally approved on June 27 by the New York State Energy Research and Development Authority (NYSERDA). A joint NYS Association of Metropolitan Planning Organizations/NYSDOT workgroup has been formed to implement Moving Ahead for Progress in the 21st Century (MAP-21) requirements in a cooperative, cost-effective manner. GTC will serve on an Association of Metropolitan Planning Organizations committee on performance-based planning that will review notices of proposed rulemaking and work with other professional associations to provide comments to USDOT.

         Regional Traffic Count Collection: There is no funding for additional data collection in the FY 2013-2014 UPWP; activities are limited to analysis and dissemination of data by GTC staff.

         LRTP Update/Implementation: The development of a transportation system status report that provides updated data for the Long Range Transportation Plan for the Genesee-Finger Lakes Region 2035 (LRTP 2035) performance measures and the activities accomplished since the adoption of the LRTP 2035 is continuing. Work activities include data analysis, amplification of relevant developments affecting LRTP 2035 Emerging Opportunities and Issues, and document layout and design.

         Genesee-Finger Lakes Regional Critical Transportation Infrastructure Vulnerability Assessment: A draft Request for Proposals (RFP) has been prepared and is being revised prior to distribution for review by member agencies.

         Diversion Route Planning Initiative: The consultant provided a letter on July 29 addressing GTC staff comments on remaining tasks from May 13. GTC staff has reviewed the letter and is drafting a response to consultant.

         Congestion Management Process (CMP): The update of the CMP is included in the LRTP 2035 that was adopted by the Board on June 16, 2011. The CMP Technical Documentation report that expands on the information included in the LRTP 2035 was accepted by the GTC Board at its June 20 meeting.

         Greater Rochester Regional Commuter Choice Program: GTC staff is continuing to promote the program website.

         Travel Time Data Collection Program: Data is being analyzed for a component of the transportation system status report and an analysis of the July 8 crash on I-590 involving a tanker truck is being conducted for an incident management review by NYSDOT-Region 4, Monroe County, and the New York State Police.

         Regional Mobility Management Business Plan: The revised RFP package was submitted to NYSDOT-Main Office on July 12 for their review and approval to ensure FTA procurement and consultant selection requirements are met. NYSDOT approval was received on July 30. The RFP will be advertised on August 9.

         Genesee-Finger Lakes Regional Trails Initiative Update: A draft RFP is being prepared and will be reviewed internally prior to distribution to member agencies for their review.

         Rochester Area Bike Sharing Program Study: The draft RFP (including the Scope of Work) has been approved by NYSERDA and NYSDOT-Main Office as the primary funding agents and the draft Scope of Work was approved by the Planning Committee earlier in the meeting. The RFP will be advertised on August 9.

 

Genesee County

Richard Perrin reported:

         Genesee County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20 meeting.
 

G/FLRPC

David Zorn reported:

         The Finger Lakes Regional Sustainability Plan is complete and the document is available on the project website for review and downloading.

         Regional Land Use Monitoring Report: The project was recommended for GTC Board acceptance earlier in the meeting.

         Inventory and Mapping of Regional Zoning District Boundaries and Inventory of Land Use: No progress to report.

         Regional Rights-of-Way Study: Research is beginning and potential steering committee members are being identified. A project outline is being developed for review and comment by the steering committee.

         Genesee-Finger Lakes Region Population Projections: The project was accepted by the GTC Board at its June 20 meeting.

         Planning for Transportation and Climate Change: Research on model ordinances, incentives, and other resources is underway.

         Regional Atlas: Continued analysis of the document components and further data acquisition is underway.

Livingston County

Angela Ellis reported:

        Dansville Transportation and Commercial & Industrial Access Study: An RFP has been drafted and is likely to be advertised by the end of the week.

        Livingston County Transportation Connectivity Plan: The second Public Meeting and a separate Advisory Committee meeting were held on June 6. The consultant is working with RGRTA on the route analysis components of the Livingston Area Transportation Service.
 

Monroe County

Rochelle Bell reported:

         Monroe County Land Use Monitoring Report: The project was recommended for GTC Board acceptance earlier in the meeting.

Tim Frelier reported:

        Monroe County Sign Inventory Location Upgrade: The project was recommended for GTC Board acceptance earlier in the meeting.

        Monroe County High Accident Location Program: Five additional locations have been studied along with one additional follow-up review. The list of locations was updated as of July 2013.

Ontario County

Richard Perrin reported:

         Routes 5 & 20 and State Route 364 Multi-Modal Study: The project was recommended for GTC Board acceptance earlier in the meeting.

City of Rochester

Erik Frisch reported:

        Urban Trail Linkages: Erik noted that the City received Monroe County comments on the draft report last week and is working to address them. Richard Perrin suggested that since the City presented this report at the May Planning Committee meeting, once the Monroe County comments are addressed, the project can be considered for recommendation to the GTC Board without another presentation. The Members and Alternates present concurred with this approach.

        JOSANA Trail Feasibility Study: An RFP is under development.

        Mt. Read Boulevard Corridor Study: A public meeting was held on May 20 and was well attended by members of neighborhood groups from the study area.

        Rochester Bicycle Boulevard Plan: Five proposals were received and Alta Planning + Design was selected as the preferred consultant for the project.

RGRTA

David Cook reported:

       RGRTA Transit-Supportive Development Guidelines: No progress to report.

       RGRTA Route Analysis: The project is ongoing.

       RTS Route Overhaul and Refinement Analysis: RGRTA will provide an update on this project at the October Planning Committee meeting.

       Bus Stop Optimization Study: The RFP has been reviewed and approved by NYSDOT-Main Office and is set to be released next week.

Wayne County

Kevin Rooney reported:

        Wayne County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20 meeting.

Other Agencies

Richard Perrin reported:

         Wyoming County Horizontal Curve Sign Study: The study was accepted by the GTC Board at its June 20 meeting.

         Auburn Trail Connection to the Ontario Pathways Trail: The study was accepted by the GTC Board at its June 20 meeting.

         Irondequoit Seneca Multi-Use Trail Feasibility Study: The second public meeting was held on July 22 with approximately 25 attendees. The preferred alignment and associated recommendations are being revised based on public comments.

         Black Creek Stream Corridor Trail Feasibility Study: The study was accepted by the GTC Board at its June 20 meeting.

         Village of Scottsville Traffic Circulation and Safety Study: The project was recommended for GTC Board acceptance earlier in the meeting.

         Webster Village Core Circulation, Accessibility, and Parking Study The second public meeting was held June 5 and the draft final report is under review by the Steering Committee.

         East Rochester Transportation Improvement Study: The Scope of Work was approved at the May Planning Committee meeting. The RFP has been advertised with proposals due August 16.

         Victor Transportation Systems Plan: The Town and Village Boards approved the Traffic Task Force-recommended alternatives with slight modifications. A public update on the alternatives and workshop to discuss funding strategies and options will be scheduled.

         NYS Route 250 Transit Supportive Mixed Use Development District: A public meeting was held June 17 and the Steering Committee met August 6. A site visit was conducted July 30 and a draft report has been prepared.

         Town of Penfield Transit Supportive Mixed Use Development District: The Scope of Work was approved at the May Planning Committee meeting.

         Brighton Bicycle and Pedestrian Trail Plan: The study was accepted by the GTC Board at its June 20 meeting.

         Town of Greece Active Transportation Plan: The first public meeting was held on June 12. The Steering Committee will be conducting a bike tour on August 15.

         Village of Pittsford Active Transportation Safety Plan: The Scope of Work was approved at the May Planning Committee meeting.

         Town of Chili Bicycle and Pedestrian Planning Study: The Scope of Work was approved earlier in the meeting.

         Town of Perinton Active Transportation Plan: The Scope of Work was approved at the May Planning Committee meeting.
 

b.     Any Other Old Business or Announcements
 

1.      2014-2017 Transportation Improvement Program (GTC staff)

                                                  i.            Status of the 2014-2017 Statewide TIP and potential actions by GTC

Richard Perrin stated that the draft 2014-2017 Statewide Transportation Improvement Program (STIP) was made available for public review on Friday, July 26 with the comment period ending Saturday, August 24. The GTC TIP Area/NYSDOT-Region 4 component of the program was verified by GTC staff as being the same as the 2014-2017 TIP that was adopted by the GTC Board on June 20.

The 2014-2017 STIP would become effective October 1 if approved by FHWA and FTA. However, due to a potential issue at another MPO, FHWA and FTA may not approve the draft 2014-2017 STIP. NYSDOT-Main Office has not pursued the approval of a partial STIP that does not include projects in the area of the MPO whose long range plan is under review.

In the event that the 2014-2017 STIP is not approved and in effect by October 1, the Federal Fiscal Year (FFY) 2014 component of the current 2011-2014 STIP would remain in effect as NYSDOT-Main Office has informed GTC that it does not have the capability to do a wholesale replacement of the current FFY 2014 component with the one included in the 2014-2017 TIP.

As part of the development of the 2014-2017 TIP, GTC made significant changes to FFY 2014 and these changes will not be reflected until the draft 2014-2017 STIP is approved by FHWA and FTA. Richard proposed that the Planning Committee consider a recommendation to the GTC Board that GTC and NYSDOT-Region 4 staffs be authorized to amend the GTC TIP Area/NYSDOT-Region 4 component of FFY 2014 in the current 2011-2014 STIP as necessary to ensure that projects included in FFY 2014 in the 2014-2017 TIP are advanced in a timely manner. This action would be taken when the GTC Board meets on September 12 if it appears that the 2014-2017 STIP will not be effective on October 1. This would allow amendments to be made to the current 2011-2014 STIP without having to wait until a quarterly GTC Board meeting.

James Fletcher moved for approval to recommend that GTC and NYSDOT-Region 4 staffs be authorized to amend the GTC TIP Area/NYSDOT-Region 4 component of FFY 2014 in the current 2011-2014 STIP as necessary to ensure that FFY 2014 is advanced as included in the 2014-2017 TIP. The motion passed unopposed.
 

 

2.      Action concerning recommending the acceptance of the Urban Trail Linkages Eastman and Genesee Riverway Trails Planning and Preliminary Design Study as evidence of completion of UPWP Task 6524 / Proposed Council Resolution 13-62 (City of Rochester)

Erik Frisch reported that, as discussed earlier in the meeting, Monroe Countys comments on the report are under review and that an update on the resolution of any issues identified by the county will be discussed at a future meeting.

3.      Update and discussion on proposed federal legislation (GTC staff)

Richard Perrin reported that FFY 2014 will in all likelihood begin under a Continuing Resolution as neither the Senate nor the House of Representatives was able to pass a transportation and housing bill for the upcoming year before leaving for recess. The Senate did not have enough Republican support to pass a bill appropriating the level of funding included in MAP-21 and the House bill created multiple factions by cutting $4.4 billion below the current, post-sequestration total to an amount that was less than what was approved for Transportation and Housing and Urban Development in 2006. Democrats roundly rejected it as did many Republicans. Overall, the House was able to pass only four of 12 appropriations bills and the Senate passed none.

5. Action Items

c.      Discussion and potential recommendation to the GTC Board concerning proposed revisions to GTC Boundaries based on 2010 Census (GTC staff)
 

Richard Perrin discussed proposed revisions to the Rochester Adjusted Urbanized Area (UZA) Boundary based on the 2010 Census. He described the two types of urban areas (UAs) designated by the Census Bureau which include the UZA as well as Urban Clusters (UCs). Richard discussed the process and methodology by which the UAs are identified. He also explained the purposes of, impacts associated with, and timeline for making adjustments to the boundaries. The timelines requires all adjustments to UZA boundaries to be made by September 30, 2013 and any adjustments to Metropolitan Planning Area (MPA) boundaries to be made when GTC adopts the next LRTP no later than June 2015. The GTC staff-recommended Adjusted UZA (as included in the meeting materials) was presented and changes to the boundaries from the current Adjusted UZA were reviewed.

Richard explained that the area historically referred to as GTCs Transportation Management Area (TMA) Monroe County and adjacent developed areas of Livingston, Ontario, and Wayne Counties is in fact the MPA recognized by FHWA, FTA, and NYSDOT. The TMA is a Census UZA with 200,000 population or greater. Richard explained that counties outside of the current MPA are represented on the GTC Board per designation by previous Governors and GTC planning activities are regularly conducted in these counties and their cities, towns, and villages. Richard suggested that this inconsistency can (per the Code of Federal Regulations) and should be addressed to more accurately reflect the true geographic scope of transportation decision making by GTC.

Richard then asked Christopher Reeve of NYSDOT-Region 4 to discuss the states perspective on the boundary discrepancy since any MPA boundary change must mutually agreed upon by both GTC and NYSDOT. Chris responded that NYSDOT feels the process works well and does not agree with expanding the MPA to include the Region. NYSDOTs policy and general direction for MPA revisions based on the 2010 Census is to limit them to required revisions or to very limited expansions. This means revisions will be consistent with the current rules for establishing an MPO and will not result in significant expansions encompassing rural areas with no adjacent or nearby portions of the urbanized area.

Jim Fletcher asked if NYSDOT was suggesting that counties outside of the MPA should no longer be part of GTC and would have to form their own MPO. Richard Perrin replied that this is not the case since they wouldnt meet the Census population requirements of an MPO without the current MPA and that they would still remain members of GTC since the designation of member counties by the Governor in agreement with local officials is not being altered.

Paul Holahan asked for clarification on whether GTC-funded activities would still be conducted outside of the officially recognized MPA. Richard Perrin explained that GTC operations would not change no matter the result of any potential MPA boundary changes or lack thereof and that NYSDOTs reservations over MPA expansion seem to hinge primarily on control over project selection even though GTC, NYSDOT, and RGRTA have a federally-required cooperative agreement that defines these activities.

Angela Ellis asked if the effects of a revised UZA and associated changes to the Functional Classification System (i.e., Rural highway designation changing to Urban) would have impacts such as increased restrictions on outdoor advertising as there was an issue recently in the Town of Leicester. Richard Perrin replied that the impacts, if any, would likely be minimal and that the Town of Leicester would not be affected by the proposed UZA adjustments. Kevin Rooney mentioned that a similar issue of sign refusal occurred in the Town of Sodus (also a municipality that would not be impacted by the adjustments). Christopher Reeve volunteered to look into NYSDOT outdoor advertising requirements/restrictions on state-owned facilities and report back to Angela and Kevin.

Richard Perrin asked that the committee consider recommending the proposed Rochester Adjusted UZA to the GTC Board while the modification of the MPA Boundary would be a subject for further discussion with NYSDOT.

Jim Fletcher moved to recommend the Adjusted UZA Boundary to the GTC Board (with no action on MPA adjustments at this time); Marcia Barry seconded the motion. The motion passed unopposed.

 

d. Recommendation to the GTC Board concerning amending the 2011-2014 Transportation Improvement Program / Proposed Council Resolutions 13-105 through 13-129

Scott Leathersich suggested that the committee consider the proposed resolutions under a single action. No Member or Alternate objected. Richard Perrin indicated that he would provide an overview of the proposed amendments and answer any questions committee members had.

1.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by adding a supplemental phase to the John Street Extension, Bailey Rd. to Lehigh Station Rd. project / Proposed Council Resolution 13-105 (Monroe County)

Richard Perrin noted that this project has no impact on other TIP projects since the federal funding it is provided from an earmark.

2.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by increasing the cost of the Petten Street Railroad project / Proposed Council Resolution 13-106 (NYSDOT)

Richard Perrin noted that this project has no impact on other TIP projects since the additional federal funding is provided from a statewide allocation from which project are selected by NYSDOT-Main Office.

3.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by deleting the Interstate System Preventive Maintenance (2013) project / Proposed Council Resolution 13-107 (NYSDOT)

Richard Perrin noted that deleting this project from the TIP will provide offsets for items 4, 5, and 6.

4.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by decreasing the cost of the I-390 Interchange Improvements @ Rt. 15 (Exit 16 Part 2) project / Proposed Council Resolution 13-108 (NYSDOT)

Richard Perrin noted that this project will receive an offset of federal funds from item 3 and provide an offset of federal funds to agenda item 5.e.15.

5.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by increasing the cost of the I-390 Concrete Pavement Restoration in Groveland, Geneseo and Avon project / Proposed Council Resolution 13-109 (NYSDOT)

Richard Perrin noted that this project will receive an offset of federal funds from item 3.

6.      Recommendation to the GTC Board concerning amending the 2011-2014 TIP by adding the I-390 from Steuben County to Exit 5 Preventive Maintenance Project / Proposed Council Resolution 13-110 (NYSDOT)

Richard Perrin noted that this project will receive an offset of federal funds from item 3.

7.     Recommendation to the GTC Board concerning amending the 2011-2014 TIP by advancing phases of and adding a phase to the I-490 Bridge over Marsh Road project / Proposed Council Resolution 13-111 (NYSDOT)

23.  Recommendation to the GTC Board concerning amending the 2011-2014 TIP by adding supplemental phases to the Intelligent Transportation Systems project / Proposed Council Resolution 13-127 (Monroe County)

Richard Perrin discussed the proposed amendment, noting that it is being funded via an earmark and has no impact on other TIP projects.

Richard Perrin noted that this project will provide an offset of federal funds to item 25.

25.  Recommendation to the GTC Board concerning amending the 2011-2014 TIP by adding the I-490 Eastbound in Gates Overhead Dynamic Message Sign Replacement project / Proposed Council Resolution 13-129 (NYSDOT)

Richard Perrin noted that this project will receive an offset of federal funds from item 24.

James Fletcher asked whether new projects should be submitted via TIP applications rather than amendments. Richard Perrin responded that typically this is the case. However, he noted that any new projects listed here are fully funded through offsets provided by amendments to projects that are already included in the TIP or are fully funded through earmarks and/or statewide funds administered by NYSDOT-Main Office. As such, they have no impact on other projects in the TIP.

Erik Frisch moved to recommend that the GTC Board adopt Council Resolutions 13-105 through 13-129; Paul Holahan seconded the motion. The motion passed unopposed.
 

e.      Recommendation to the GTC Board concerning amending the 2014-2017 Transportation Improvement Program / Proposed Council Resolutions 13-130 through 13-149

Richard Perrin noted that when projects were proposed for inclusion in the 2014-2017 TIP, cost estimates were provided in current year (2013) dollars. However, when the projects are programmed, it is necessary to use Year of Expenditure (YOE) dollars. This is accomplished using inflation factors. The use of YOE dollars resulted in balances in some fund sources that were programmed in funding blocks for each of those sources until specific projects to program them to are identified.

Scott Leathersich suggested that the committee consider the proposed council resolutions under a single action. No Member or Alternate objected.

Richard Perrin noted that this project has no impact on other TIP projects since the federal funding it is provided from an earmark.

20.  Recommendation to the GTC Board concerning amending the 2014-2017 TIP by adding the Passive Railroad Crossing Warning Device Upgrade - A&A Railroad project / Proposed Council Resolution 13-149 (NYSDOT)

Richard Perrin noted that this project will have no impact on other TIP projects since the federal funding is provided from the Highway Crossing Hazard Elimination program administered by NYSDOT-Main Office.
 

Kevin Rooney moved to recommend that the GTC Board adopt Council Resolutions 13-130 through 13-149; Timothy Frelier seconded the motion. The motion passed unopposed.

6. New Business
 

David Cook provided a brief status update on the development of the Downtown Transit Center, indicating that the glazing is currently being installed and the project is progressing rapidly. David expressed gratitude to the members of the Planning Committee and agency staff for assistance in facilitating the use of CMAQ funds toward transit projects thereby freeing up STP funds for other needed projects. David offered tours of the new facility for any members and alternated of the committee that are interested, perhaps prior to the October Planning Committee meeting scheduled to be held at the RGRTA Campus. David noted that progress is being made on the satellite transit center concept at the University of Rochester but that the end result will probably be different that originally envisioned; however, its still expected to benefit students, faculty, employees, and other RTS customers in the University of Rochester area.
