Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) is the program of federally-funded transportation planning activities undertaken each year by GTC, its member agencies, and other jurisdictions in the Genesee-Finger Lakes Region.



Projects funded through the UPWP must reflect the priorities and direction of the region as represented by the goals and objectives of the Long Range Transportation Plan (LRTP). The level of study generally does not go beyond concept-level planning (UPWP funds cannot be used for preliminary engineering, final design, or construction projects).

The UPWP Development Committee (UDC) - consisting of representatives from Livingston, Monroe, Ontario, and Wayne Counties, the City of Rochester, New York State Department of Transportation, Rochester-Genesee Regional Transportation Authority, and the Genesee/Finger Lakes Regional Planning Council - guides the development of the UPWP.

The FY 2024-2025 UPWP supports planning activities for the period beginning April 1, 2024 and ending March 31, 2025. All project proposals received by the October 13, 2023 deadline were reviewed for responsiveness to the priorities identified in the Call for Projects. Projects included in the FY 2023-2024 UPWP not completed as of March 31, 2024 were rolled over into the FY 2024-2025 UPWP.
